Real Estate Development

AHA has pioneered new and innovative approaches to provide quality affordable housing in healthy mixed-use, mixed-income communities by partnering with private sector developers. The Real Estate Development program goes beyond mixed-income rental and for-sale housing. It includes child-centered developments, high quality retail and commercial development, green space, sustainable building and management practices, and other quality-of-life amenities that make great neighborhoods. Request for Qualifications (RFQL) #2017-0122 April 5, 2017

The Housing Authority of the City of Atlanta, Georgia (AHA) is seeking one or more developers or development teams (Respondents) with a successful track record developing and operating innovative mixed-use, mixed-income housing communities to submit qualifications to develop the first phase of a 37-acre property located in southeast Atlanta near the Atlanta BeltLine (BeltLine), within the Chosewood Park neighborhood and south of Grant Park.  The 37 acres consist of two non-contiguous sites (collectively known as the Englewood Site).

RFQL (Event) Conference and Site Visit will be held on Thursday, April 20, 2017 beginning at 10:00 A.M., Atlanta Time followed by the site visit at 11:30 A.M sharp.  RSVP to attend the site visit is requested.

HomeFlex Program (formerly called "Project Based Rental Assistance")

AHA utilizes project-based Section 8 rental assistance as a development tool with the goals of:

  1. Facilitating housing opportunities for families in healthy mixed-income communities
  2. Facilitating development of housing for the elderly, including independent living and assisted living
  3. Facilitating the development of supportive services housing for disabled persons and other transitional housing
  4. Expanding housing opportunities in areas of low poverty

Proposals for various property types (e.g., Existing, New Construction, Substantial Rehabilitation, etc. - including Tax Exempt Bond Deals) are acceptable and will be specified in each solicitation.






AHA-Owned Residential Communities

The Atlanta Housing Authority has hired property management/development companies to manage the AHA-Owned Residential Communities. Included in their responsibilities is managing the procurement and oversight of maintenance and capital improvement contractors who provide these services for the communities.
